The results illustrate contradictions between the logic of competition in the quasi-market model of social housing and the restrictions of access which are the result of the socio-economic conditions of the country. |

Desde un enfoque de neoinstitucionalismo económico, este artículo busca explicar por qué los instrumentos de las políticas de vivienda han incidido en la conformación de modelos de cuasi-mercados en el sector. Para este propósito se plantea analizar –como estudio de caso– la experiencia de Ecuador a partir de la implementación del Sistema de Incentivos para la Vivienda (SIV) en 1998. Metodológicamente se contempla el análisis de las condiciones de funcionamiento de los cuasi-mercados (estructura de mercado, información, costos de transacción, motivación y selección adversa), así como de un conjunto de criterios de evaluación del modelo (eficiencia, sensibilidad, elección y equidad). Los resultados encontrados evidencian contradicciones entre las lógicas de competencia del modelo de cuasi-mercados de vivienda social y las restricciones de acceso generadas por las condiciones socio-económicas del país. Desde uma abordagem do neoinstitucionalismo econômico, este artigo procura explicar por que os instrumentos das políticas de habitação incidiram na conformação de modelos de quase-mercados no setor. Para este propósito platea-se analisar –como estudo de caso– a experienência do Equador a partir da implementação do Sistema de Incentivos para a Habitação (SIV, sigla em espanhol) em 1998. Metodologicamente contempla-se a análise das condições de funcionamento dos quase-mercados (estrutura de mercado, informação, custos de transação; moticação e seleção adversa), assim como um conjunto de critérios de avaliação do modelo (eficiência, sensibilidade, eleição e equidade). Os resultados encontrados evidenciam contradições entre as lógicas de concorrência do modelo de quase-mercados de habitação social e as restrições de acesso geradas pelas condições sócio-econômicas do país.
