description The arrival of Lula da Silva as President of the Republic in 2003 allowed Brazil to re-initiate relations with African countries, which had chilled during the period immediately following re-democratization. African countries are now the main recipients of technical assistance under the international solidarity discourse and for the compensation of historic debt with these countries. However, the increase in foreign aid seems to be related to another aspect as well: the intensication of economic relations in the southern axis. e connection between Brazil and Mozambique is a clear example that allows for an understanding of how aid has been used as a tool by Brazilian foreign policy. is has resulted in increased commercial exchange, in the reinforcement of Brazil’s presence on the continent, and especially, in Brazilian companies’ participation in “megaprojects.” It is therefore interesting to understand the nuances of this presence, considering the interests involved.

La llegada de Lula da Silva a la Presidencia de la República, en 2003, permitió a Brasil retomar las relaciones con los países del continente africano, enfriadas durante el período inmediatamente posterior al retorno a la democracia. Los países africanos han pasado a ser los principales destinatarios de la cooperación técnica bajo el discurso de la solidaridad internacional y de la compensación de la deuda histórica con esos países. Sin embargo, el aumento de cooperación parece estar relacionado también con otro aspecto: la intensificación de las relaciones económicas en el eje Sur. La conexión entre Brasil y Mozambique es un claro ejemplo que permite entender cómo la cooperación ha sido utilizada como instrumento de la política exterior brasileña. Estos ha resultado en el aumento de intercambios comerciales, el reforzamiento de la presencia brasileña en el continente y, principalmente, en la participación de empresas brasileñas en “megaproyectos”. A chegada do presidente Lula da Silva à Presidência da República, em 2003, permitiu ao Brasil retomar as relações com os países do continente africano, esfriadas durante o período imediatamente posterior ao retorno à democracia. Os países africanos passaram a ser os principais destinatários da cooperação técnica, sob o discurso da solidariedade internacional e da compensação da dívida histórica com estes países. Entretanto, o aumento da cooperação parece estar também relacionado a outro aspecto: à intensicação das relações econômicas no eixo Sul. A conexão entre Brasil e Moçambique é um exemplo claro que permite entender como a cooperação tem sido utilizada como instrumento da política exterior brasileira. Esta conexão resultou no aumento de intercâmbios comerciais, no reforço da presença brasileira no continente e, principalmente, na participação de empresas brasileiras em “megaprojetos”. É interessante, portanto, entender os matizes desta presença considerando os interesses envolvidos.
