On the one hand, it deals with the case of Cabinda’s Angolan enclave, where the border acts more as a channel than as a barrier, causing the transnational focus gains weight in front of the state. On the other hand, it deals with the emergency of the Community of Latin American and Caribbean States as a political forum for symbolic legitimation of the ‘Latin American family’. Departing from the similarities and dierences that arise in these two circumstances, it is possible to analyze actions that diverge from the dominant International Relations explanation, which presents a dichotomy between the inside and the outside of borders, and in which the State is cast as the primary actor.

En este artículo se muestran dos casos de resistencias que cuestionan el papel preponderante del Estado como locus en el que se construyen los diversos imaginarios sociales. Se aborda, por un lado, el caso del enclave angoleño de Cabinda, donde la frontera actúa más como ‘canal’ que como barrera, lo que hace que la dimensión transnacional gane peso ante lo estatal y, por otro lado,  la emergencia de la Comunidad de Estados Latinoamericanos y Caribeños (Celac), como foro político de legitimación simbólica de la ‘familia latinoamericana’. A partir de las similitudes y diferencias que surgen en estos dos escenarios es posible analizar acciones que se apartan de la explicación dominante de las Relaciones Internacionales, que presenta una dicotomía entre el adentro y el afuera de las fronteras y donde se coloca al Estado como actor principal. Neste artigo mostram-se dois casos de resistências que questionam o papel preponderante do Estado como locus em que se constroem os diversos imaginários sociais. Aborda-se, por um lado, o caso do enclave angolano de Cabinda, aonde a fronteira funciona mais como “canal” que como barreira, fazendo com que a dimensão transnacional ganhe peso frente ao estatal e por outro lado, a emergência da Comunidade dos Estados Latino-Americanos e Caribenhos (CELAC), como foro político de legitimação simbólica da “família latino-americana”. A partir das semelhanças e diferenças que surgem nestes dos cenários é possível analisar ações que se distanciam da explicação dominante das Relações Internacionais, que apresenta uma dicotomia entre o dentro e o fora das fronteiras e onde se coloca o Estado como ator principal.
