description | This article studies the Brazilian public health policy – Family’s Health Strategy (ESF by its Spanish acronym) - verifying, through the analysis of daily life, its organization, functioning and social networks around it. The research was carried out in a Primary Health Care Unit (UAPS by its Spanish acronym), where a documentary analysis of the ESF criteria was held through direct non-participatory observation, self-confrontation interviews and the study of social networks mobilized by professionals and users of this Unity. The results show, on the one hand, that in spite of the application of the principles and guidelines of the ESF in the procedures required by the UAPS, in practice, the profile that their professionals have built is the essential tool to assure the final quality of the work. And, on the other hand, the role of social networks around health reveals the strength of informal relationships and the fragility of the link between the State and the citizens. |

Este artículo estudia la política de salud pública brasileña –Estrategia de Salud de la Familia (ESF)– por medio del estudio de lo cotidiano, su organización, funcionamiento y redes sociales a su alrededor. La investigación se realizó en una Unidad de Atención Primaria de Salud (UAPS), donde se elaboró un análisis documental de los criterios de la ESF mediante observación directa no participativa, entrevistas de autoconfrontación y el estudio de redes sociales movilizadas por profesionales y usuarios de esta Unidad. Los resultados muestran, por un lado, que pese a la aplicación de los principios y directrices de la ESF en los procedimientos requeridos por la UAPS, en la práctica, el perfil que han construido sus profesionales es la herramienta esencial para asegurar la calidad final del trabajo. Y por otro lado, que el papel de las redes sociales en torno a la salud revela la fuerza de las relaciones informales y la fragilidad de la vinculación entre el Estado y la ciudadanía. Este artigo estuda a política de saúde pública brasileira – Estratégia Saúde da Família (ESF) – verificando, através da análise do cotidiano, a sua organização, funcionamento e redes sociais ao seu redor. A investigação foi realizada em uma Unidade de Atenção Primária à Saúde (UAPS), onde foi elaborada uma análise documental dos critérios da ESF mediante observação direta não participativa, entrevistas de auto-confrontação e o estudo de redes sociais mobilizadas por profissionais e usuários desta Unidade. Os resultados mostram, por um lado, que apesar da planificação dos princípios e diretrizes da ESF nos procedimentos requeridos pela UAPS, na prática, o perfil construído por seus profissionais é a ferramenta essencial para assegurar a qualidade final do trabalho. E por outro lado, que o papel das redes sociais em torno da saúde revela a força das relações informais e a fragilidade do vínculo entre o Estado e a cidadania.
