description | This article analyzes the strategies implemented by the Latin America Council of Social Sciences (CLACSO) designed to strengthen academic linkages between the peripheries of the World Academic System. The analysis focuses on the history behind the emergence of the Program for South-South Academic Cooperation in which CLACSO actively participates together with other institutions in the South. This policy –which began from the beginnigs of CLACSO (at the end of the 1960s and beginning of the 1970 s)– was oriented initially to establish linkages with academic institutions in Africa. It is believed that CLACSO developed this institutional policy in order to point out the assymetries in the World Academic System, constructed historically between academic centres and peripheries (North and South). In this system, global south academic actors are debilitated in their possibilities of production and circulation of knowledge. Initiatives of this type demonstrate that it is possible to limit the absolute domination of the academic centres over the peripheries. |

En el presente trabajo se abordan las estrategias ejecutadas por el Consejo Latinoamericano de Ciencias Sociales (CLACSO) diseñadas para fortalecer los vínculos académicos entre las periferias del Sistema Académico Mundial (SAM). Particularmente este artículo se centra en la prehistoria del actual Programa de Cooperación Académica Sur-Sur en el que CLACSO participa activamente junto con otras instituciones. Esta política –que comenzó desde los inicios de CLACSO (finales de la década de 1960 y principios de la de 1970)– estuvo orientada inicialmente a establecer lazos con instituciones académicas africanas. Creemos que CLACSO desarrolló esta política institucional a partir de evidenciar las asimetrías del SAM, construido históricamente erigiendo centros y periferias (norte y sur), en donde estas últimas se encuentran debilitadas en sus posibilidades de producción y circulación de saberes. Iniciativas de este tipo muestran cómo es posible limitar la dominación absoluta por parte de los centros. No presente trabalho, abordam-se estratégias executadas pelo Conselho Latinoamericano de Ciências Sociais (CLACSO) desenhadas para fortalecer os vínculos acadêmicos entre as periferias do Sistema Acadêmico Mundial (SAM). Particularmente este artigo centra-se na pré-história do atual Programa de Cooperação Acadêmica Sul-Sul, no qual a CLACSO participa ativamente junto com outras instituições. Esta política –que começou desde os inícios da CLACSO (final da década de 1960 e princípios da de 1970)– esteve orientada inicialmente a estabelecer laços com instituições acadêmicas africanas. Acreditamos que CLACSO desenvolveu esta política institucional a partir de evidenciar as assimetrias do SAM, construído historicamente fundando centros e periferias (norte e sul), aonde estas últimas encontram-se debilitadas nas suas possibilidades de produção e circulação de saberes. Iniciativas deste tipo mostram como é possível limitar a dominação absoluta por parte dos centros.
