El presente artículo se propone analizar la reciente orientación de la política exterior brasileña (1990-2010) a partir de señalar y dilucidar los elementos de cambio y continuidad que trajo la llegada al poder del presidente Lula para el accionar externo de Brasil. A pesar de mantener –bajo otro formato– el principio de autonomía en la vinculación externa, el gobierno de Lula llevó adelante una nueva orientación de política exterior. A partir de la propuesta teórica que ofrece el realismo neoclásico, en este artículo se sostiene que si bien el lugar de Brasil en la estructura internacional determina y constriñe las opciones externas, éstas no se traducen homogéneamente a nivel de la unidad estatal. Las creencias y percepciones particulares de los hacedores de política son fundamentales para entender la dirección particular de la política exterior.
