These months of a new government shows that the “ungovernability speech" locates the problem in the object of government, and not in the subject that governs; they have shown that non-govern is still a strategy. Thus, the political-reform simulacrum has allowed the government, on the one hand, to gain some credibility and many citizen adhesions, but at the same time, to maintain the system intact, because the reforms it speaks about -although they are important for the procedural democracy- leave without any modification the true pillars on which our democracy is based: patrimonialism, prebendalism and corporativism. In spite of everything, it is still necessary a political reform to look for a radicalization of social, political and economical democracy, that discusses on alternative forms for the political regime, and that deeply modify the structure of the state and that attacks the traditional political representation. |

Las promesas de refundación del país, luego dela caída de Gutiérrez, se han plasmado en una estrategia confusa y zigzagueante. Los fallidos intentos por llevar adelante una reforma política muestran, una vez más, que este tema no pasa de ser más que un simulacro, un “mito”, que permite a los gobernantes mantener intacto el sistema político ecuatoriano. Estos meses de nuevo gobierno muestran que el discurso de la “ingobernabilidad” en el país ubica el problema en el objeto de gobierno más no en el sujeto que gobierna; han mostrado que el desgobierno es una estrategia en la que se administra pero no se gobierna. Así, el simulacro de la reforma política le ha permitido al régimen, por un lado, ganar algo de credibilidad y adhesiones ciudadanas, pero al mismo tiempo, mantener intacto el sistema, pues, las reformas delas que se habla, si bien son importantes para la democracia procedimental, dejan sin modificarlos verdaderos pilares sobre los que se asienta nuestra democracia: el patrimonialismo, el prebendalismo y el corporativismo. A pesar de todo, urge una reforma política que busque radicalizar la democracia social, política y económica, que discuta sobre formas alternativas de régimen político, que modifique profundamente la estructurad el estado y que ataque la representación política tradicional.
