We re-construct the conditions that made it possible for civil society to push reforms in communication policies in the region and we characterize these organizations and their proposals. We cover their achievements in terms of influence in regulations in this area, as well as challenges that this new situation implies for them. Also, we propose theoretic problems that are derived from this analysis – civil society and its links to the state and the market, its influence in processes of defining public policies, the relation between media and politics, and communication democracy. |

A pesar de que la disputa por las políticas de comunicación en Latinoamérica parece restringirse al enfrentamiento entre los gobiernos y las corporaciones mediáticas, las organizaciones de la sociedad civil tuvieron un inédito protagonismo en su debate y formulación. Reconstruimos las condiciones que hicieron posible que la sociedad civil impulsara reformas en las políticas de comunicación de la región y caracterizamos a estas organizaciones y sus propuestas. Abordamos sus logros de incidencia en las regulaciones del área, así como los desafíos que esta nueva situación implica para ellas. Asimismo, planteamos los problemas teóricos que se derivan de este análisis: la sociedad civil y sus vínculos con el Estado y el mercado, su incidencia en los procesos de definición de políticas públicas, la relación entre medios y política, y la democracia comunicacional.
