This article centers on the reasons for which the aspirations of civil society in this area have not materialized. With this objective, we focus on the evident disunity that has characterized communication public policies in Mexico with respect to two elements that are part of radio as a cultural industry – its economic aspect and its socio-cultural aspect. |

Las políticas públicas en México han privilegiado el aspecto comercial de la radiodifusión sobre la función social de los medios no lucrativos. Las demandas de la sociedad civil por consolidar un entorno de pluralidad mediática aún no se atienden, a pesar de anunciarse que las recientes reformas constitucionales serían el inicio de nuevas políticas para satisfacer las más diversas necesidades de comunicación e información. Por ello, pretendemos destacar la evidente desarticulación entre los dos elementos propios de la radiodifusión –como industria cultural– que ha caracterizado las acciones gubernamentales en México, reiteradas en la reciente reforma constitucional y, seguramente, en las leyes que de ésta emanen y en los actos administrativos subsecuentes.
