Thereby, his legitimacy was shattered, and it lead to the named rebelión de los forajidos. La legitimidad del gobernante democrático requiere ser construida para ser obtenida, y necesita ser permanentemente renovada para ser conservada. El problema surge cuando el discurso que le permitió ser considerado la mejor opción en una elección, se contrapone a su gestión gubernamental, debilitando e incluso destruyendo la legitimidad obtenida a través del voto. Este fue el caso de Lucio Gutiérrez, cuya actuación como presidente lo alejó del imaginario y de los relatos que, durante el proceso electoral, lo habían posicionado con una imagen distante a la proyectada por los políticos tradicionales. Esto mermó su legitimidad presidencial, y desembocó en la llamada “rebelión de los forajidos”.
