From a normative standpoint, the 2020 reforms strengthened the descriptive representation of women and youngsters through an incremental quota policy, directly impacting the quality of participation in the presentation and registration of candidacies for local governments. Concerning the proportional representation of the electoral system, the scope of the reform was limited due to small territorial constituencies. |

Este artículo estudia las reformas a la Ley Orgánica Electoral y de Organizaciones Políticas (Código de la Democracia), vigente desde febrero de 2020, y su impacto en la reconfiguración del sistema electoral ecuatoriano en las elecciones subnacionales de 2023. Para ello, se aborda la forma de candidatura y de voto, las circunscripciones (tipos y tamaños) y fórmula de adjudicación de escaños. Se comparan las elecciones de 2023 con las de 2014 y 2019, a partir de documentos oficiales y bases de datos del Consejo Nacional Electoral (CNE). En un plano normativo, las reformas fortalecieron la representación descriptiva de mujeres y jóvenes mediante una política incremental de cuotas, con impacto directo en la calidad de la participación para la presentación e inscripción de las candidaturas a gobiernos locales. En relación con la representación proporcional, los alcances de la reforma son limitados debido a que las circunscripciones territoriales son pequeñas.
