description This article analyzes the impulse given to deconcentration during the Government of the Citizen Revolution in Ecuador (2007-2017) and within the framework of the institutional change that was one of the main elements of the State reform. This government developed a strategy of public administration deconcentration that projected the possibility of bringing the Executive Branch closer to the territories in terms of services, public resources, planning and decision-making. This research contains a qualitative approach based on interviews with former authorities and former officials of the National Secretariat of Planning and Development (SENPLADES), the national entity responsible for implementing State reforms and institutional changes. The study also used SENPLADES’ technical tools and documents to collect information. Despite the efforts, the applied public policies failed to deconcentrate decision making processes.

Este artículo analiza el impulso brindado a la desconcentración durante el Gobierno de la Revolución Ciudadana en Ecuador en el período 2007-2017 y en el marco del cambio institucional que era uno de los principales elementos de la reforma del Estado. Ese gobierno desarrolló una estrategia de desconcentración de la Administración pública que planteó la posibilidad de acercar el Poder Ejecutivo a los territorios a nivel de servicios, recursos públicos, planificación y toma de decisiones. Esta investigación contiene un análisis cualitativo basado en entrevistas a exautoridades y exfuncionarios de la Secretaría Nacional de Planificación y Desarrollo (Senplades), entidad nacional encargada de llevar adelante las reformas y cambios, así como, documentos y herramientas técnicas elaboradas por la Senplades. Pese a los esfuerzos, las políticas públicas aplicadas no desconcentraron la toma de decisiones en el Gobierno central.
