Se detalla el rol de los gobiernos autónomos descentralizados (GAD) provinciales en la gobernanza climática multinivel que, en tanto gobiernos intermedios, articulan el nivel local con el nacional para generar sinergias hacia una acción efectiva frente a estas amenazas. Los gobiernos locales y subnacionales interactúan, desarrollan acciones en el marco de sus competencias y crean instituciones territoriales para este tipo de gobernanza, pese a la centralización y limitaciones administrativas, técnicas, financieras y toma de decisiones desde lo nacional. Para este artículo se entrevistaron actores clave y se presentan los resultados de los talleres efectuados por el Ministerio del Ambiente (MAE), actual Ministerio de Ambiente, Agua y Transición Ecológica (Maate) en la construcción de políticas y estrategias climáticas entre 2017-2021.
