Local and subnational governments interact, develop actions within the framework of their competencies, and create territorial institutions for climate governance despite centralization and administrative, technical, financial, and decision-making limitations at the national level. This article consideres interviews with key actors and the results of the workshops facilitated by the Ministry of Environment (MAE), currently the Ministry of Environment, Water and Ecological Transition (MAATE) that addressed the construction of climate policies and strategies between 2017-2021.

Se detalla el rol de los gobiernos autónomos descentralizados (GAD) provinciales en la gobernanza climática multinivel que, en tanto gobiernos intermedios, articulan el nivel local con el nacional para generar sinergias hacia una acción efectiva frente a estas amenazas. Los gobiernos locales y subnacionales interactúan, desarrollan acciones en el marco de sus competencias y crean instituciones territoriales para este tipo de gobernanza, pese a la centralización y limitaciones administrativas, técnicas, financieras y toma de decisiones desde lo nacional.
