The State’s capacity to take an effective role in climate policy depends on the kind of collaboration and cooperation among institutions and the delegation of political responsibilities. |

Este artículo examina los factores que colocan a las entidades federativas de México en posiciones de liderazgo o rezago con respecto a la Ley General de Cambio Climático. Con ese fin, la investigación revisa los instrumentos estatales de la política climática y realiza un análisis cualitativo comparado. Dentro del contexto de la gobernanza multinivel y del federalismo mexicano existe una brecha entre aquellas entidades exitosas que cuentan con instrumentos comunicacionales, organizacionales y procedimentales que buscan contribuir a controlar los efectos del cambio climático, frente a aquellas que tienen dificultades y bajo desempeño. La capacidad de un Estado para asumir un rol efectivo en la política climática depende de la colaboración y coordinación entre las instituciones, así como, en la asignación de las responsabilidades políticas.
