This article reviews concepts and norms of democracy (participative and representative) in the context of the Sustainable Solidarity bill. The Colombian Government sent this bill to the Congress of the Republic, which triggered social unrest and mobilizations in 2021. This paper studied two laws: 134 of 1994 and 1757 of 2015; it also reviewed rulings regarding citizen and democratic participation from the Constitutional Court of Colombia. This research considers contributions from the critical social psychology approach to social protest from a perspective that questions power and focuses on participation and population demands. In conclusion, the model of democracy in Colombia has restrictions to make democracy effective and shows that protests, from intentional action, have a decisive impact on the political realm.

Las protestas sociales en Colombia (2021) son relevantes en la política nacional tanto como una muestra del cuestionamiento respecto de los espacios de participación democrática, como por las maneras en que esta se expresa. Este artículo plantea una revisión conceptual y normativa de la democracia (participativa y representativa) del Proyecto de Ley de Solidaridad Sostenible, que presentó el Gobierno en el Congreso de la República y desencadenó el descontento y movilizaciones de 2021. Los resultados obtenidos se basan en el estudio de las leyes 134 de 1994 y 1757 de 2015, así como sentencias de la Corte Constitucional de Colombia que aborda elementos sobre la participación ciudadana y democrática. Esto se complementa con aportes de la psicología social crítica que ha analizado la protesta social desde el cuestionamiento del poder, la participación y centrada en las demandas de la población.
