description | The research analyzes the implementation and scope of the 2020 regional edition of the Latin American and the Caribbean Open Data Barometer, led by the Latin American Open Data Initiative (ILDA), in Chile, Colombia, Ecuador, and Peru. It seeks to identify findings and generate recommendations for the Barometer regarding the formation of the regional team, the methodology, the data collection process, the role of international organizations, and the need for a global Barometer. The theoretical framework addresses public administration, government, and open data to measurement instruments. The methodological approach was qualitative and implemented a semi-structured interview presented to the consultants responsible for data collection and the coordinating organization. Countries should continue to make their data available and sustain investment in this area. The results show the usefulness of widespread cooperation and of providing opportunities to establish an inclusive, mature and quality agenda. It is also advisable to deepen the analysis in each country and seek strategies to standardize regional development. |

Esta investigación analiza la implementación y el alcance de la edición regional del Barómetro de Datos Abiertos de América Latina y el Caribe de 2020, liderada por la Iniciativa Latinoamericana de Datos Abiertos (ILDA) en Chile, Colombia, Ecuador y Perú. Busca identificar los hallazgos y generar recomendaciones al Barómetro respecto de la conformación del equipo regional, la metodología, el proceso de recolección de datos, el rol de las organizaciones internacionales y la necesidad de un Barómetro global. Se presenta un marco teórico que aborda la Administración pública, el gobierno, los datos abiertos e instrumentos de medición. La metodología es cualitativa y consideró entrevistas semiestructuradas a los consultores responsables del levantamiento de los datos y a la organización coordinadora. Se evidencia la necesidad de que los países continúen abriendo sus datos, que exista inversión en la materia, pertinencia de la cooperación, tanto intersectorial como internacional y oportunidades para establecer una agenda inclusiva, madura y de calidad. Finalmente, se recomienda profundizar el análisis en cada país y buscar estrategias para homologar los avances en la región.
