| description | This article evaluates compliance with the strategic management standards established in the Internal Control Norms issued by the State’s Office of the Comptroller General (CGE in Spanish), applied to processes carried out by the Army Corps of Engineers (CEE) of Ecuador. This research presented sixty-nine questions, regarding planning and administration issues, to different CEE departments. The questions build a baseline for the gathering of information and ongoing evaluation. The results show that the control environment in this institution is insufficient and that there are shortcomings in monitoring tasks and processes and risk assessment. The CEE should consider actions that promote the strengthening and optimization of its operational processes, as well as the implementation of information technologies that protect and safeguard the information about evaluation and control processes against possible loss and leakage of hard copies of relevant documents. |

Este artículo evalúa el cumplimiento de la norma de administración estratégica establecida en la Norma de Control Interno de la Contraloría General del Estado (CGE), aplicada en los procesos que lleva a cabo el Cuerpo de Ingenieros del Ejército de Ecuador (CEE). Se aplicaron sesenta y nueve preguntas en los departamentos que conforman el CEE relacionadas con la planificación y administración. Las preguntas permiten construir una línea base para el levantamiento de información y evaluación continua. Los resultados evidencian que el ambiente de control es insuficiente en dicha institución y que existen debilidades en las actividades de seguimiento, monitoreo de procesos y evaluación de riesgos. El CEE debe considerar acciones que promuevan el fortalecimiento y la optimización de las actividades operativas y administrativas, así como la implementación de tecnologías de la información que protejan y salvaguarden la información de los procesos de evaluación y control ante posible pérdida y fuga de los medios físicos.
