Sumario: | This article evaluates compliance with the strategic management standards established in the Internal Control Norms issued by the State’s Office of the Comptroller General (CGE in Spanish), applied to processes carried out by the Army Corps of Engineers (CEE) of Ecuador. This research presented sixty-nine questions, regarding planning and administration issues, to different CEE departments. The questions build a baseline for the gathering of information and ongoing evaluation. The results show that the control environment in this institution is insufficient and that there are shortcomings in monitoring tasks and processes and risk assessment. The CEE should consider actions that promote the strengthening and optimization of its operational processes, as well as the implementation of information technologies that protect and safeguard the information about evaluation and control processes against possible loss and leakage of hard copies of relevant documents.
