This research analyses the implementation of Chile’s forest policies between 2006 and 2016 through a causal mechanism that simulates reasoning capacity under conditions of uncertainty (Bayesian formalization) and increases the reliability of the collected evidence. The results confirm that transparency increases democratic controls, but it is still necessary to explore the causal relationship and the quality and scope of democratic controls. This article hopes to enhance the understanding of transparency in policies and public management of renewable natural resources such as forests, rivers, fields and hatcheries. |

La adopción de la transparencia en la gestión de los asuntos públicos contribuye al aumento de la efectividad de los controles democráticos. El diseño y ejecución de la política sectorial en función de los objetivos de transparencia implantados y el empoderamiento de los actores no estatales involucrados es lo que permitiría ese aumento. Esta investigación analiza la implementación de las políticas forestales de Chile entre 2006 y 2016, mediante la reconstitución de procesos, un mecanismo causal que simula la capacidad de razonamiento en condiciones de incertidumbre (formalización bayesiana) y aumente la fiabilidad de las evidencias recogidas. Los resultados confirman que la transparencia aumenta los controles democráticos, aunque es necesario seguir en la exploración de la relación causal, así como en la calidad y el alcance de este tipo de controles democráticos. Este artículo espera contribuir a la reflexión de la transparencia en las políticas y la gestión pública de los recursos naturales renovables como los bosques, ríos, campos y criaderos.
