This comparison is key to build a maritime governance model applicable to Ecuador. This paper collects information from current legal regulations in three countries and also reviews relevant secondary sources. The results study show that operational Ecuadorian PNOC policies do not have meaningful incidence within regional and international treaties and, consequently, related government agencies perform poorly. Policies' contribution to Ecuador's maritime governance depends on some actions, particularly at the Executive level, such as greater inter-agency cooperation.

Policies' contribution to Ecuador's maritime governance depends on some actions, particularly at the Executive level, such as greater inter-agency cooperation.  Este artículo analiza la contribución de las políticas nacionales oceánicas y costeras (PNOC) de Ecuador a la gobernabilidad marítima, mediante una comparación con Brasil y Colombia, países que tienen una visión estratégica planificada al respecto. Esta comparación resulta clave para establecer las bases de un modelo de gobernabilidad marítima aplicable al Ecuador. Para ello, acudimos a información proveniente de la normativa legal vigente de los tres países, así como a fuentes secundarias relevantes en el tratamiento sobre el tema que nos convoca. Entre los resultados obtenidos tenemos que, pese a que las PNOC ecuatorianas se encuentran vigentes, en el marco de los tratados regionales e internacionales no han logrado implementarse de forma efectiva, lo que ha afectado el trabajo de las diversas entidades gubernamentales a cargo.
