This work, which reviews the right of citizens to participate on public matters and the consolidation of this council as a bureaucratic and organizational apparatus in Ecuador, reviews experiences in Latin America. In addition, carries out a historical analysis on citizen participation and also identifies the main effects of politicization in Ecuador. The implemented methodology uses historical comparisons and qualitative data, during three periods of bureaucratization of citizen participation: 1997-2008, 2009-2017 and 2018-present.

Esta situación genera, por un lado, problemas de índole organizacional al interior de dicho poder; por otro lado, afecta el legítimo ejercicio de cada ciudadano de participar en la toma de decisiones públicas. Este trabajo, que también revisa el derecho a la participación ciudadana y la consolidación de dicho Consejo como aparato burocrático y organizacional en Ecuador, referencia algunas experiencias en la región latinoamericana, se complementa con un análisis histórico sobre la participación ciudadana e identifica los principales efectos de la politización en Ecuador.
