Sumario:By Executive Decree No. 60, the Ecuadorian Government approved the Plurinational Plan. Its aim is to eliminate racial discrimination, ethnic and cultural exclusion and to promote a plural, intercultural and inclusive citizenship in favor of historically discriminated peoples and nationalities. One of its lines of action is justice and legislation. In this context, this article analyzes the plan’s implementation and identifies factors (institutional, political, economic, social and ideological) that have affected the intended execution. This situation was methodologically evidenced through the gathering of information in several relevant institutions. It became evident that some of them do not have quantitative data or have managed results that would allow to evaluate the execution or compliance with the proposed actions. Therefore, despite the fact that more than a decade has passed since the plan’s enactment, the implementation of some actions is still pending and managing bodies have not followed up processes accordingly.
