These problems are not specific to the Pacifico region, other regions such as Caribe and the inter-Andean valleys also show a poor progress in regard of land titling. Methodologically, the article is based on the organizations’ internal documents, bibliographic sources and the testimonies of participants in events such as congresses, workshops and seminars of the Afro-Colombian social movement |

La persistencia de rezagos históricos y estructurales evidencian el incumplimiento del Estado colombiano en la aplicación de estas políticas, sobre todo en la no reglamentación de los capítulos IV, V y VII de la Ley 70 de 1993. Estas constituyen el corazón de las acciones territoriales, ambientales y socioeconómicas que deben implementarse para proteger el mundo cultural de esta población. Los problemas no son específicos del Pacífico colombiano, regiones como el Caribe y los valles interandinos también muestran un progreso deficiente en la titulación de las tierras.
