Regulation reduces by fixing   arthimetical   means o monthly garbage production (MGP) for each household. Businesses have found informal households   that house several families, in turn leading to the misinterpretation found concerning correct billing for service.This article the consequences of  billing for service according to averages (MGP), keeping in mind two phenomenon: the "economic equilibrium" between businesses and clients, and income distribution in the sixs socioeconomic established strata in Colombia. It concludes that equilibrium is not altered by any type of aver­age, while the income distribution is. As a conse­ quence, ifthe Colombian municipalities were to use the best average, the most appropriate ac" cording    the of the market, the income disttibution could be improved without financia! effects for the garbage recollection businesses.

Dado que la vivienda y el agua potable, el alcantarillado, la electricidad, el gas combustible, la telefonia y la recolección domiciliaria de basuras son bienes complementarios, la legislación colombiana de servicios publicos domociliarios entinede como "usuario", y responsable legal por la factura, al propietario o arrendatario del inmueble que recibe los seervicios, en tanto que denomiba "consumidores"a la totalidad de ocupantes del predio. A diferencias de lo que sucede con los otros servicios, es el de aseo domiciliario a las viviendas no se realizan mediciones cotidianas de los residuos recogidos. La regulación reduce los costos de me­dición, fijando promedios de producción mensual de basura por ViVienda, de acuerdo con los cuales se fijan las tarifas. Las empresas han encontrado viviendas informales que albergan varias familias, lo que conduce a interpretaciones  encontradas sobre la correcta facturación del servicio.Este artículo examina las consecuencias de facturar el servicio según promedios, teniendo en cuenta dos fenómenos:· el "equilibrio económico       actual" entre empresas y usuarios, y la distribución del ingreso en losseis estratos socioeconómicos establecidos en Colombia.
