| description | This article describes the housing policies displayed historically in B.A. that affected the processes of configuration and of giving hierarchy to the urban space. Since the process of modernization of B.A., at the end of the XIXth century, housing measures, urbanistic projects and political decisions have influenced the building of the city and the space distribution of their inhabitants: in this way, they have integrated some people and excluded others. No wonder, that, historically, popular sectors have established themselves in the South of the city (and in outskirt villages). These zones have been disregarded by the state, which has invested less in these areas. We will see how the connection between state housing policies and the population redistribution in the city, confirms the persistence of a strong process of urban and residential segregation that tends to expel the inhabitants of popular sectors and to attract the ones of the middle-class and high class sectors. |

En este artículo se describen las políticas habitacionales desplegadas históricamente en Buenos Aires que incidieron en el proceso de configuración y de jerarquización del espacio urbano. Desde el proceso de modernización de Buenos Aires, a finales del siglo XIX, las medidas habitacionales, los proyectos urbanísticos y las decisiones políticas influyeron en la construcción de la ciudad y en la distribución espacial de sus habitantes, integrando a unos y excluyendo a otros. No es casual que históricamente los sectores populares se hayan afincado en el sur de la ciudad (y en localidades del conurbano), zonas más descuidadas y con menor inversión por parte del Estado. Veremos cómo la relación entre las políticas habitacionales estatales y la redistribución de la población en la ciudad confirma la persistencia de un fuerte proceso de segregación urbana y residencial, que tiende a expulsar o desplazar a los habitantes de sectores populares y a atraer población de sectores medios y altos. Neste artigo se descrevem as políticas habitacionais implantadas historicamente em Buenos Aires que incidiram no processo de configuração e de hierarquização do espaço urbano. Desde o processo de modernização de Buenos Aires, no final do século XIX, as medidas habitacionais, os projetos urbanísticos e as decisões políticas influíram na construção da cidade e na distribuição espacial de seus habitantes, integrando a uns e excluindo a outros. Não é casualidade que historicamente os setores populares tenham-se fixado no sul da cidade (e em localidades dos arrabaldes), zonas mais descuidadas e com menor inversão por parte do Estado.
