Oaxaca es uno de los estados que más recibió fondos del programa 3x1 en el año 2017. Este programa considera a los ciudadanos como actores preponderantes sobre la construcción de la agenda pública local. Durante el periodo 2002 al 2017, se financiaron en Oaxaca 608 proyectos con una inversión de más de 761 millones de pesos, de la cual el 74% corresponden a obras de infraestructura y equipamiento favoreciendo un cierto tipo de obra. El programa incide en el desarrollo comunitario mejorando las condiciones de quienes se quedan en los lugares de origen, afectando su calidad de vida. Mientras las remesas crecen constantemente, disminuye el gasto de inversión del programa y se incrementa el gasto corriente.
