The investigation exposed big failures about the treatment of the environmental displaced individual; he is only considered a victim of a disaster or an environmental emergency, thus causing the lack of protection of their fundamental rights and a lack of reparation for the victims. |

El presente artículo es el resultado de una investigación sociojurídica que pretende analizar la respuesta de las autoridades departamentales frente al desplazamiento por causas ambientales en el Quindío. Para ello, en primer lugar fueron identificados los desplazados por cambios climáticos en el departamento del Quindío, se describie-ron las políticas públicas existentes, programas y proyectos públicos para la preven-ción y atención de los desplazados ambientales, lo que permitió finalmente comparar los resultados de gestión de las entidades regionales y locales encargadas de la gestión ambiental con la realidad del impacto provocado por los efectos del cambio climático en el departamento y examinar los mecanismos de participación ciudadana para la construcción, implementación y evaluación de políticas públicas.
