| Sumario: | This article is the result of a socio-legal investigation that attempts to analyze the answers from the local authorities in relation to the displacement caused by environ-mental issues in Quindío. First, the population displaced due to climate changes in Quindío was identified; second, the existing public policies were described as well as the public programs and projects that aim to prevent and help the affected population. This allowed to finally compare the results of the management from regional and local entities in charge of environmental management, accounting with the reality of the impact caused by climate change in Quindío. It also allowed to examine the mecha-nisms of citizen participation related to construction, implementation and evaluation of public policies. The investigation exposed big failures about the treatment of the environmental displaced individual; he is only considered a victim of a disaster or an environmental emergency, thus causing the lack of protection of their fundamental rights and a lack of reparation for the victims. |
