El propósito del artículo consiste en estudiar la forma en la cual las organizaciones de migrantes participan en la construcción de instrumentos de política pública y de protección social, como consecuencia de la ausencia de mecanismos gubernamentales de seguridad social surgidos a partir de los procesos de reforma administrativa.
