However, according to what has occurred in this field, the goals and strategies adopted, the financial restrictions and even the extinction of taxes recently (in 2015)) demonstrate that there is a stark confrontation between political strength and different projects for public education in the country.. In this text PNE goal 7 whose strategies seem to be those that affect teaching practice, learning and teaching development more establishing practices developed informally at the schools and it has influenced the teaching condition.

Mesmo ocorrendo disputas de interesse, espaço e recursos na sua elaboração, tramitação e execução, os dois últimos PNE avançam, contemplando algumas demandas históricas dos educadores e da sociedade brasileira. Entretanto, a exemplo do que já está ocorrendo, as próprias metas e as estratégias adotadas, as restrições financeiras e até mesmo a extinção impostas recentemente (em 2015) a políticas públicas educacionais pertinentes e inovadoras implementadas na última década demonstram que se trava ferrenho embate entre forças políticas e projetos distintos para a educação pública do País.
