In this text PNE goal 7 whose strategies seem to be those that affect teaching practice, learning and teaching development more establishing practices developed informally at the schools and it has influenced the teaching condition. |

Os Planos Nacionais de Educação (PNE) produzidos após a Constituição de 1988 têm sido importantes como política de Estado para a educação. Mesmo ocorrendo disputas de interesse, espaço e recursos na sua elaboração, tramitação e execução, os dois últimos PNE avançam, contemplando algumas demandas históricas dos educadores e da sociedade brasileira. Entretanto, a exemplo do que já está ocorrendo, as próprias metas e as estratégias adotadas, as restrições financeiras e até mesmo a extinção impostas recentemente (em 2015) a políticas públicas educacionais pertinentes e inovadoras implementadas na última década demonstram que se trava ferrenho embate entre forças políticas e projetos distintos para a educação pública do País.
