O artigo propõe-se a apresentar uma possível estratégia para interpretar as relações de poder envolvidas no desenvolvimento do Programa de Microbacias Hidrográficas do Estado de São Paulo (“Microbacias I”). O programa é uma política pública parcialmente financiada pelo Banco Mundial e executada pela Secretaria Estadual de Agricultura e Abastecimento, através da Coordenadoria de Assistência Técnica Integral (CATI), com o objetivo declarado de promover o desenvolvimento sustentável do meio rural paulista. A análise privilegiada neste artigo encontra fundamentação teórica em Max Weber, no tocante à noção de legitimidade, em Anthony Giddens e seu conceito de sistemas peritos, e no conceito de espaço na sociedade informacional de Manuel Castells.
