Sumario:This paper aims to present a possible interpretation strategy for power relations involved in the São Paulo State’s Land Management III Project (Micro-Catchment Program). This program is a public policy partially financed by the World Bank and implemented by São Paulo’s Secretary of Agriculture, through its extension body called Coordenadoria de Assistência Técnica Integral (CATI). The program’s official purpose is to promote sustainable development in São Paulo State rural areas. The hereby analysis is theoretically based on the following concepts: Max Weber’s legitimacy, Anthony Giddens’ expert system and Manuel Castells’ space of flows in the information society. Documental and bibliographic researches were applied.
