Este artigo apresenta as principais críticas que os autores pertencentes à chamada “segunda fase” do Iseb (1960 a 1964), Nelson Werneck Sodré, Sylvio Monteiro e Wanderley Guilherme, realizaram ao projeto nacional-desenvolvimentista elaborado por Hélio Jaguaribe, na “primeira fase” do Instituto (1955 a 1960). Também mostra, a partir da análise de documentação primária, semelhanças e/ou diferenças entre as concepções teóricas defendidas em ambas as fases do Iseb.
