O objetivo deste texto é apresentar a evolução das políticas de planejamento regional e territorial no Brasil a partir de uma perspectiva institucionalista, culminando nas recomendações que esta visão tem para o desenvolvimento regional e em que medida estas estiveram presentes na Política Nacional de Desenvolvimento Regional (PNDR). Para isto, são apresentados os antecedentes do planejamento regional, demonstrando as práticas top down dos anos keynesianos e a crise deste modelo a partir dos anos 1980; a visão institucionalista do desenvolvimento regional e uma crítica a sua versão neoliberal, bem como suas ressalvas quanto a PNDR.
