O objetivo deste artigo é compreender como foram tecidos os direitos infanto-juvenis no Brasil antes da promulgação do Estatuto da Criança e do Adolescente. Neste panorama histórico, tomei como objeto o Código de Menores (Lei n. 6.697/1979) (BRASIL, 1979) – norma vigente durante toda a década de 1980, amplamente criticada por especialistas e militantes. Para execução da proposta, foram investigadas as redes, trajetórias, repertórios e itinerários dos congressistas que participaram da promulgação deste Código.
