The main goal of this article is to analyze one of these experiences of participatory budgeting: the Citizen Budgeting of Logroño. The present work combines both an empirical part in which the main results of the evaluation were accomplished from the experience with a theoretical reflection, trying to evaluate through many indicators the way how citizenship has been engaged with the “municipal government”. The interest of the experience lies on the fact that it was started by a government of conservative ideals (the Popular Party), something not very frequent. The research consisted of several interviews with the main participants of the process as well as the analysis of the documents related to the municipal budget.

En los últimos años el Presupuesto Participativo se ha convertido en un tema de debate central en el ámbito de la política local. El objetivo de este artículo es el de analizar una de estas experiencias de participación presupuestaria: el Presupuesto Ciudadano de Logroño. El trabajo que presentamos combina una parte empírica en la que recogen los principales resultados de la evaluación que se ha realizado de la experiencia con una reflexión teórica que valora, a través una serie de indicadores la forma en que la ciudadanía se ha comprometido con la llamada “gobernanza municipal”. El interés de la experiencia está en el hecho de que fue puesta en marcha por un gobierno de ideología conservadora (del Partido Popular), caso poco frecuente.
