This paper has its main objective to analyse two contemporary theories in the área of international relations: the liberal intergovernmentalist, identified as the global paradifm, and the jodo de Dois Níveis, which refers to the interation between the local interlocutors and the international negotiatiors in cooperative processes between States. Este artigo tem como objetivo principal sistematizar duas teorias contemporâneas na área de relações internacionais: a intergovernamentalista liberal, identificada com o paradigma globalista, e a do Jogo de Dois Níveis (JDN) que trata da interação entre interlocutores domésticos e negociadores internacionais em processos de cooperação entre Estados.
