Having in mind the objectives and the structure of the Alfa Program, this paper analyses qualitatively its method and theory from the point of view of the agents involved. O Programa Alfa enquadra-se nas políticas públicas de mobilidade e intercâmbio da União Européia, destinadas a fundamentar em bases sólidas o processo de integração regional. Paradoxalmente, esse programa constitui um dos poucos instrumentos destinados a fomentar o intercâmbio de docentes, alunos e pesquisadores no Mercosul. A partir dos objetivos, estrutura e funções do Alfa, realiza-se aqui uma análise teórico-metodológica qualitativa, levando em conta fundamentalmente a perspectiva dos atores envolvidos.
