O processo de decisão e a oferta de políticas públicas, nos municípios brasileiros, a partir das transferências de responsabilidades decisórias para unidades subnacionais, estabelecidas pela Constituição de 1988, não tem merecido por parcela da literatura especializada um maior aprofundamento. Grande parte dos estudos sobre esses processos concentram-se na análise da participação popular e não no processo institucional de tomada de decisão.
