Ours objective is to confirm that thematic vulnerability make theoretical approaches, in connected analytical paths, which has as its core the concept of poverty, territorial planning and the political-social situation of subjects in relation to rights, in a complex web of social relations, which today they are also virtual. |

Este artículo aborda los problemas de vulnerabilidad y protección social de tres maneras. En la primer, abordaremos la cuestión del estado de bienestar, el concepto de pobreza y su desarrollo histórico. El concepto de territorio y planificación, temas de la segunda manera, és una referencia común para entender las estructuras organizativas y funcionales del Estado implementada en el desarrollo económico, social y ambiental. Las principales dinámicas para la propagación de políticas públicas vinculadas al derecho a la ciudad, son un de los pilares fundamentales para comprender la vulnerabilidad y la protección social. Finalmente, proponemos analizar la vulnerabilidad a partir de estudios contemporáneos, en particular, las relaciones virtuales. Nuestro objetivo es constatar que la vulnerabilidad temática hace formas teóricas, en trayectorias analíticas conectadas, que tienen como núcleo el concepto de pobreza, la planificación territorial y la situación político-social de los sujetos en relación a los derechos, en una compleja trama de relaciones sociales, que hoy también son virtuales. Este manuscrito aborda a temática da vulnerabilidade e da proteção social em três eixos. No primeiro, abordaremos a trajetória do Estado de bem-estar social (Welfare state), o conceito de pobreza e sua evolução histórica. O conceito de território e planejamento, temas do segundo eixo, é o fio condutor para compreendermos a estrutura organizativa e funcional do Estado voltada para o desenvolvimento econômico, social e ambiental. Dinâmicas centrais para a difusão de políticas públicas conectadas à dimensão do direito à cidade, pedra angular para a compreensão da vulnerabilidade e proteção social. Por fim, propõe-se analisar a vulnerabilidade a partir de estudos contemporâneos, em especial, as questões das relações virtuais.
