The federative model has three general characteristics of forms in its evolution history, they are: i) The competition that is hegemonic at the time of creation of the federal arrangement. ii) The militarism moment that is the transition with centralized power in the federal government. iii) The financial and tax transfers as an element of public policy nationalization. We concluded that the U.S. federal arrangement is an important reference tool for the reduction of regional differences in Brazilian federal arrangement. |

Dentro da discussão federativa fiscal e orçamentária no Brasil, este artigo procura caracterizar e conceituar o federalismo tendo como tipo ideal o arranjo federativo estadounidense. Através da análise histórica e do cruzamento de diferentes concepções existentes na literatura sobre o federalismo, observa-se evolutivamente o perfil do federalismo existente nos EUA. O arranjo federativo apresenta três formas características gerais em sua evolução histórica, são elas: i) a competição, que pode ser vista hegemonicamente no momento de criação do aparelho federalista; ii) o militarismo na fase de transição como instrumento de concentração de poder do governo federal e iii) a compensação financeira e fiscal como elemento de nacionalização das políticas públicas.
