The underlying hypothesis is that the governors of the most economically developed states disagreed over changes in the form of federal government intervention in the region, reflecting the existing and conflicting political and economic interests and ongoing changes in the more general federative dynamic. |

O presente artigo pretende realizar um estudo comparativo sobre a visão das elites políticas estaduais do Nordeste, envolvendo especialmente os grupos governantes da Bahia, de Pernambuco e do Ceará, no período de 1995 a 1998, a respeito do modelo federalista e sobre a redefinição do modelo de desenvolvimento regional. Na última década do século passado, no contexto da Constituição Federal de 1988, o federalismo brasileiro avançou na direção de mais competição e menos cooperação, a despeito das transferências tributárias constitucionais da União para as regiões menos desenvolvidas, e da presença de instituições federais de âmbito regional.
