description In this essay I propose a discussion about the social interdependence between elites and the poor in unequal democracies. Following the theoretical arguments of Norbert Elias, Abraham de Swaan and Elisa Reis, I point to mechanisms capable of leading elites toward feelings of interdependence between them and the poor. Among such mechanisms, I highlight the effect of negative externalities such as urban violence and epidemics. I also review recent research about elite values and strategies toward poverty and inequality in Brazil, in contrast with other experiences of late modernization, especially in Latin America but also in Asia and Africa. My argument is that the perception of negative externalities may be a necessary condition, while certainly insufficient, for the emergence of feelings of interdependence capable of mobilizing the elite toward democracy and distribution.

Neste artigo, proponho uma discussão sobre a interdependência social entre as elites e os pobres em democracias desiguais. Seguindo a argumentação teórica de Norbert Elias, Abraham de Swaan e Elisa Reis, aponto para mecanismos que levam as elites a desenvolverem sentimentos de interdependência para com os pobres, sentimentos estes que, por sua vez, podem engatilhar processos de distribuição e de democratização. Entre esses mecanismos, destaca-se o efeito das externalidades negativas da pobreza, isto é, da associação entre pobreza e outros fenômenos negativos, tais como a violência urbana e as epidemias. Faço também uma revisão dos resultados de pesquisas empíricas sobre os valores e as estratégias das elites frente à pobreza e à desigualdade no Brasil em contraponto com outras experiências de modernização tardia, em especial na América Latina, mas também na Ásia e na África.
