Este artigo procura trabalhar o neoliberalismo e a hegemonia americana como elementos de uma tendência sistêmica que, depois dos atentados de setembro de 2001, pretende redefinir a ordem internacional a partir da perspectiva de uma guerra total contra o terrorismo. Para o autor, tal definição estratégica está tendo forte impacto em todos os movimentos sociais que procuram questionar a ordem econômica contemporânea, já que a lógica de potência imperial adotada pelos EUA vem considerando-os, indiscriminadamente, como aliados do terrorismo.
