description The article tries to think about the neoliberalism and the American hegemony as elements of a systemic trend that, after the attacks of 11º September intends redefined the international order starting from the perspective of a total war against terrorism. For the author, such strategic definition is causing strong impact in all social movements that try to question the contem-porary economic order, since the logic adopted by the USA comes considering them, indiscriminately, as allies of the terrorism. The article also shows the changes that antisystemic movements are passing through in the new century.

Este artigo procura trabalhar o neoliberalismo e a hegemonia ame­ricana como elementos de uma tendência sistêmica que, depois dos atenta­dos de setembro de 2001, pretende redefinir a ordem internacional a partir da perspectiva de uma guerra total contra o terrorismo. Para o autor, tal definição estratégica está tendo forte impacto em todos os movimentos sociais que pro­curam questionar a ordem econômica contemporânea, já que a lógica de potência imperial adotada pelos EUA vem considerando-os, indiscriminada­mente, como aliados do terrorismo.
