No existe un conflicto fundamental, en principio, entre el crecimiento económico y la equidad. El documento llega a esta conclusión después de tratar temas como los efectos de la inflación sobre el crecimiento y la eficiencia económica, los elementos clave de una "buena" política económica, la política tributaria en países en desarrollo, las políticas de gasto diseñadas para alcanzar una mayor equidad, así como otros temas relativos a la pobreza y a la movilidad socioeconómica.
