Señala que se trata del primer conflicto bélico de importancia producido en el nuevo orden internacional surgido luego del fin de la Guerra Fría. En esta nueva etapa, el mundo se caracteriza por la hegemonía de una superpotencia, hegemonía que ha reemplazado a la bipolaridad surgida luego de la Segunda Guerra Mundial.
