Despite the numerous diagnoses that reveal this panorama, different public security policies have not been able to reverse this situation. This article analyzes the perspective of violence prevention in the several national public security plans since the 2000s and at ‘Juventude Viva’ plan, instituted by the General Secretariat of the Presidency of the Republic in 2012, and argues that despite the actions directed at the youth, the deficit in the implementation and discontinuity of the plans prevents the reversal of the scenario in the short term. The article defends it is necessary to change the way in which diagnoses of violence are done, pointing to a novel individualized approach aimed at a more assertive and focused public policy implementation. The experience of the Violence Prevention Observatory in the city of Caruaru is presented as a model for this kind of diagnosis.

A violência atinge o jovem de maneira desproporcional no Brasil, especialmente o jovem negro. 53,3% dos homicídios no país em 2018 ocorreram entre jovens de 15 a 29 anos. A sobrerrepresentação dessa população se mantém ao longo dos anos. Apesar dos inúmeros diagnósticos que revelam esse panorama, as diferentes políticas de segurança pública não foram capazes de reverter esse quadro. Esse artigo analisa a perspectiva da prevenção da violência nos diferentes planos nacionais de segurança pública e no plano Juventude Viva, plano instituído pela Secretaria-Geral da Presidência da República em 2012, e argumenta que, apesar das ações direcionadas ao público jovem, o déficit de implementação e descontinuidade dos planos impede a reversão do cenário no curto prazo. O artigo defende a mudança no paradigma na elaboração dos diagnósticos da violência, apontando para a necessidade de uma abordagem individualizada voltada à implementação de políticas públicas mais assertivas e focalizadas.
