Este artigo discute a formação da população em situação de rua, sua vinculação ao modo de produção capitalista e suas alterações, do capitalismo comercial ao capitalismo neoliberal (desenvolvido no Brasil desde a década de 1990). Resgatam-se alguns elementos importantes como os “cercamentos” (fundamentais para a transição ao capitalismo).
