Apresentaremos a teoria de Estado poulantziana como contraponto à ideia de “governança global” defendida por Robert Cox. Cox é um autor reconhecido por ter introduzido conceitos do marxista Antonio Gramsci no debate teórico das relações internacionais. Poulantzas destacou-se pela sistematização teórica acerca do Estado capitalista em Poder Político e classes sociais (1968). Em primeiro lugar, destacaremos a diferença entre o conceito de Estado de Nicos Poulantzas e Antonio Gramsci e investigaremos as demais influências teóricas de Cox.
