En todo el mundo, los sistemas democráticos enfrentan un cambio radical en las formas de ejercer la ciudadanía. Esto se explica a través del cambio tecnológico y, principalmente, de la emergencia de un nuevo espacio público virtual en el que las reglas de juego son completamente distintas.
